  Move neutron rally plugin into rally repo

Status in neutron:
  Won't Fix

Bug description:
  Rally is branchless, and may break us. If we have the plugin in rally
  itself, we would not have a chance to be broken by e.g. a new
  validation added into rally because then rally will gate on our plugin
  too.

  This work involves moving code, enabling the plugin in rally gate,
  etc.
