Public bug reported:

The extension "uplink-status-propagation" adds a new field to the port
resource: "propagate_uplink_status". This field is only settable at the
creation of the port. Once defined, it cannot be changed.

This RFE proposes to be able to modify the value of this field once the
port has been created.

NOTE: this field only affects ML2/SR-IOV mechanism driver and its agent.
