[Bug 2081105] [NEW] Commands from the System Controller to the Subclouds are no longer working (IPv6 DC system)

We can't execute commands on subcloud via System Controller in an IPv6
DC system.

Go to Subcloud > Click on 'Alarm & Event Details'
Expected Behavior
Horizon: Returns the subcloud alarm
Actual Behavior
Horizon: Pop-ups an error
