Bug description:
dnsmasq has become unreliable, causing issues while performing DHCP
operations.
Here's an RFE proposal to implement Kea DHCP as a new backend and
alternative DHCP provider option in Ironic and Neutron.
Kea is actively maintained by ISC, extensible with hooks modules and
provides a good balance of modern features and compatibility with
existing systems.
