[Bug 2084538] [NEW] FIP port has an IPv6 fixed_ip
Public bug reported:
A port whose device_owner is floatingip has an IPv6 fixed_ip.
This is an old issue, but I haven't focused on it.
Steps to reproduce:
1.create an external network:
openstack network create --provider-network-type vlan --provider-physical-network physnet1 --external pubbbb
2.create an ipv4 subnet:
openstack subnet create --network pubbbb --subnet-range 172.133.10.0/24 pubbbb
3.create an ipv6 subnet:
openstack subnet create --network pubbbb --ip-version 6 --subnet-range 2011::/64 --dhcp --ipv6-ra-mode dhcpv6-stateful --ipv6-address-mode dhcpv6-stateful pubbbb
4.create an floating ip with the external network:
neutron floatingip-create pubbbb
Created a new floatingip:

To fix this issue, we could create a port with IPv4 subnets if the user
only specifies the network_id when creating a floating IP.
