Public bug reported:

When a security group is created, a set of default security group rules
is added too. The ML2/OVN extension method for the security group
creation is not creating the security group rules revision number
registers, needed when a resource [1] is created, in order to track the
parity state between the OVN DB and the Neutron DB.
