[Bug 2088995] [NEW] [RFE] Please add API setting for ignoring default security group rules

 

Public bug reported:

When creating a security group, it always includes the default security
group rules.

There are cases where it is just annoying, having to remove default
rules by hand later. And there are cases where it is outright a bug,
when you want to create a security group with Heat and you don’t even
have a way to remove these default rules.

It would be nice to have an optional API boolean parameter to request
creating the security group empty.
