The tempest tests ``neutron_tempest_plugin.scenario.test_multiple_gws.NetworkMultipleGWTest`` use the os-ken framework to create several containers. The base image used is ubuntu:22.04. The CI is frequently hitting the following error:

We need a way to download the docker image, before executing the tests,
from a local mirror.
