This change moved the dvr jobs to the experimental queue:
https://review.opendev.org/c/openstack/neutron-tempest-plugin/+/736177

So this is likely not a bug, but the consequence of an earlier decision
to only run these tests in the experimental queue.

Let me know if you think differently.
