It looks like this has been fixed upstream. I will close it. If the
problem still occurs, please reopen it.

Bug description:
I use the latest devstack and cinder code.
Steps to do:
1. Create a volume vol1.
2. Create a volume snapshot from the volume vol1.
3. Delete the volume snapshot. With command cinder snapshot-delete.
The snapshot was unablt to delete. The status of the snapshot is stuck
to "deleting". The log shows not error. I hope someone takes a look.
