The request is to add a [ovn]live_migration_activation_strategy string
option that would determine which strategy should be used for live
migration, if at all.

This is needed for debugging, and to be able to change the strategy
(when OVN supports more than one).

The patch here is very simple, but reporting RFE anyway since it's a
feature and since we probably want to have an upstream tracker for the
change.
