[Bug 2095097] [NEW] 500 error creating resource with emoji for name

Public bug reported:

$ openstack network create 🤦
Error while executing command: HttpException: 500, Request Failed: internal server error while processing your request.

The same was also true for subnet. I haven't tried other resources.

This is against devstack with neutron commit
04e9efec78fe308b50f6f1eab8b24f29f3164684 (approx October 2024).

It should either succeed or return an appropriate 400 response.
