Public bug reported:

There are situations where the OVN Gateway Nodes become imbalanced with
a majority of LRPs concentrated to only one (or few) node/s.

In these situations it would be greatly beneficial if there is a on-
demand tool to make Neutron rebalance the LRP priorities as the benefit
of uniform resource consumption greatly outweighs the slight network
disruption required for flows to migrate across chassis.

It is unclear to us if a simple 'ovn-nbctl lrp-set-gateway-chassis
lrp-123 chassis-with-prio-1 900' could be used and we would prefer a
more "supported" path to relocate/rebalance these LRPs.
