Since the LinuxBridge driver removal (see [1]) the networking-bagpipe jobs are broken as it contains code depending on the deleted code. Example:

The neutron-tempest-plugin-bgpvpn-bagpipe job is also failing, that is
perhaps also related, and networking-bgpvpn CI is also red due to that.
