  [OVN] ``HashRingHealthCheckPeriodics`` periodic call do not honor the
  defined spacing

Status in neutron:
  Fix Released

Bug description:
  The ``HashRingHealthCheckPeriodics`` periodic call sometimes is not
  executed on time, honouring the spacing interval defined. That happens
  in loaded environments (for example [1]), there the number of Neutron
  APIs is above the number of CPUs.
