Title:
  neutron_tempest_plugin.scenario.admin.test_floatingip fails in ubuntu-
  jammy with nested snat enabled

Status in neutron:

Bug description:
  When ovn_router_indirect_snat is set to true [1], the following tests
  are failing and reproducible in neutron-tempest-plugin-ovn-ubuntu-
  jammy [2]:
