[Bug 2101854] [NEW] wrong section name in glance-image-import.conf.sample and in admin doc

Public bug reported:

The `glance_download_properties` is correct config section name for the
glance-download feature in the image import, but the admin doc and
generated glance-image-import.conf.sample show wrong section name,
`glance_download_opts`.
