Since [1], when a HA_Chassis_Group is created, the Neutron API always
tries to find first if the register already exists. The problem is the
method used ``ha_chassis_group_get``. It raises an exception if the
register does not exists. Although the exception is captured, it is
logged.

The aim of this bug is cosmetic, to avoid printing an exception in the
logs in a normal operation.

NOTE: the patch, if accepted, must be backported up to 2024.2 (see [1]).
