No longer generic issue year back, as now only one job failing sometimes
with TIMEOUT

some fails as CI node have 1 CPU so tests ran sequentially, some where
test run just stuck, may be eventlet transition specific. So will close
this and can check pending issues separately.

Bug description:
  Neutron fullstack and functional jobs are timing out randomly across
  all branches, only few such failures though, 1 or 2 failures per week.
