[Bug 2106816] [NEW] Implement zone-limits to be set per network or port

OVN, starting from 24.09 supports setting this for LS, LSP and LR (see
https://patchwork.ozlabs.org/project/ovn/list/?series=415020&state=* )
so we can implement that in Neutron.
My idea is to add new QoS rule type for that. Such QoS rule could be
attached to the Network or ports in the network, as any other QoS rule
and then translated to the limits in OVN.
There is still open question for the Routers as currently QoS policy in
Neutron can't be applied to the routers at all so to make it
configurable for routers probably the easiest way would be to add it as
additional parameter for the router directly. For routers I would like
to track it in separate RFE as most likely the API changes will be
different in that case and QoS policies may not be used there.
So this RFE is only about adding such conntrack limit QoS rule types for
networks and ports.
