Hello,

When using the "release_dynamic_segment" from PortContext, code ref.:

I've noticed that there are no events published when segment is deleted,
unlike it's counterpart "allocate_dynamic_segment" that publishes
segment precommit_create event when used.

When drilling down the code, I can see that the publishing for allocation is happening here:
https://github.com/openstack/neutron/blob/master/neutron/db/segments_db.py#L53

but when network segment is deleted(by using "release_dynamic_segment"), I was expecting to see some event published here but that's not the case:
https://github.com/openstack/neutron/blob/master/neutron/db/segments_db.py#L136

It would be good if this fixed/added so we have some event consistency
in this case.
