Public bug reported:

The test ``test_agent_show_real_heartbeat_timestamp`` is checking that
the OVN agent heartbeat timestamp is equal to the "update_at" field. The
agent code retrieves the agent "update_at" value and returns the UTC
value of this timestamp [1].

The test however is not converting the timestamp to UTC [2]. In some
environments, this test is failing locally.
