The goal of this bug is to migrate the ``fullstack`` tests to other testing frameworks, like ``neutron-tempest-plugin``, ``tobiko`` or ``whitebox-neutron-tempest-plugin``. The eventlet removal process is blocked by the ``fullstack`` framework, in particular with the following patches:
* [eventlet-removal] remove eventlet references from dhcp_agent (https://review.opendev.org/c/openstack/neutron/+/950499)
* ovs: remove the usage of eventlet in the OVS agent (https://review.opendev.org/c/openstack/neutron/+/937765)
* [eventlet-removal] Remove the eventlet WSGI Neutron server code (https://review.opendev.org/c/openstack/neutron/+/952659)

The SDK migration is also affected by this CI FW:
* SDK: Remove neutronclient calls from fullstack (https://review.opendev.org/c/openstack/neutron/+/947851).

These patches imply a deep refactor of the ``fullstack`` FW code, that is not possible at this point. The proposal was to:
* Disable the ``fullstack`` job in the CI.
* Migrate as many as possible tests to other FWs (``neutron-tempest-plugin``, ``tobiko`` or ``whitebox-neutron-tempest-plugin``).
