Bug description:
  OS: Epoxy 2025.1

  While trying to associate floating IP with the instance, where
  external network cannot reach the instance subnet we get error like
  this (see screenshot):

  NotFoundException: 404: Client Error for url:
  http://195.xx.xx.xx:9696/networking/v2.0/floating
  35f2-4925-9217-113e47b229e, External
  network c736f29d-d174-409b-9fd6-
  180a3111b7e5 is not reachable from
  subnet 8f0bcbf1-c5fc-4346-8ca7-
  bd2913134944. Therefore, cannot
  associate Port 08f9ab29-1470-404e-bd6f-
  6de98d487d9 with a Floating IP.

  Is that correct type of error for that situation?
