Public bug reported:

nova has a config section for every service it talks too

we normaly initalise the option by inheriting them form keystoneauth

however we have some non standard legay names namely

[barbican]barbican_region_name and [cinder]os_region_name

also the recently added manilla section does not supprot setting
a region name at all for endpoint discoverty

so we shoudl review all the config section and use the standard names deprecating the old ones
in 2026.1 and add the missing options for manilla.
