Public bug reported:

The OVN external ports use "HA_Chassis_Group" to bind the port to a
gateway chassis, in order to receive the traffic coming from a SR-IOV
port or a baremetal port. The scheduler lists all the gateway chassis
and creates a "HA_Chassis_Group" that is assigned to the external port.

However, this scheduler is not considering the interface map in the
gateway chassis. It is mandatory that the physical network is mapped to
the gateway chassis in order to be selectable.
