  when restart neutron-vpn-agent,all the ipsec process will rebuild

Bug description:
  when restart neutron-vpn-agent,all the ipsec process will rebuild.
  it will break off the normal traffic when the new process rebuilds successfully.
  I think if there are no update compared with the ipsec process,it does not be reasonable to restart new ipsec process.
