  fullstack: Use a pre-built database schema

Bug description:
  This is a request for enhancement to avoid using alembic when creating
  fullstack environment. The database creation is one of the most
  expensive operations during env build up. Using a pre-defined sql
  script that creates database schema can save time of fullstack runs.
