Rally jobs in stable/2024.1 are failing due to a dependency:

ERROR: Cannot install rally-openstack because these package versions have conflicting dependencies.
The conflict is caused by:
    rally 5.0.0 depends on SQLAlchemy>=2
    The user requested (constraint) sqlalchemy===1.4.51

It is needed to pin these stable jobs to a version of rally under 5.0.0.
