  [metadata] Unify metadata code

Status in neutron:
  Fix Released

Bug description:
  After the eventlet removal of OVN metadata agent, OVN agent and
  Metadata agent, there is duplicated code that should be shared between
  these 3 agents. The goal of this bug is to create base classes and
  share a common implementation.
