[Bug 2128073] [NEW] If "service_plugin" qos is loaded, it is mandatory to have "extension_driver" qos configured too
Public bug reported:
Since [1], if the QoS "service_plugin" is loaded (ML2/OVN: always
configured, hardcoded; ML2/OVS: almost always configured), it is
mandatory to also configure the QoS "extension_driver". If the
"extension_driver" is missing, the Neutron API process will fail
starting.
The goal of this bug is to open a discussion about adding automatically
the QoS "extension_driver" if the QoS "service_plugin" is loaded.
