Today I discovered a problem with juju_wrapper where it wasn't passing
quoted parameters to /usr/bin/juju properly.  With Benji's help we found
the fix.

Unfortunately juju_wrapper was removed from our charms, I assume in
response to the charm review.  Until we figure out what to do, the fix
is here:

Personally, I think pastebin is a fine version control system.
