I assume you mean always use utf-8 for the file system. Currently zim
uses the local encoding for the file system and utf-8 for the file
content.
We can not fix this in an absolute way, because you simply can not
force utf-8 on a non-utf-8 filesystem without causing a lot more
trouble.
However in your case I believe this should work with release 0.47 or
newer because we started using the native unicode API for windows.
What versions of zim are you using?
