Title:
  building xqdoc on cmake < 2.8

Status in Zorba - The XQuery Processor:
  New

Bug description:
  A warning is raised if the xqdoc documentation is build without the
  file module.

  ZORBA_WITH_FILE_ACCESS is never defined for modules being built
  outside of Zorba.

  Also, the change is currently only working with CMake 2.8 because
  MESSAGE(WARNING only exists for CMake >= 2.8.
