I think XQJ requires to retrieve the prefixes declared in a
StaticContext. I have already committed a proposal at

Bug description:
  you can use the method:
  getNamespaceURIByPrefix( prefix )

  but there is no way to know all namespace prefixes...
  it is required by XQJ standard to have this functionality.
