Bug description:
  The following w3c tests require to import two modules using a single
  namespace URI. Neither our resolver nor the testdriver support this.

  Modules/ModuleImport/modules-collide-fn-001
  Modules/ModuleImport/modules-collide-var-001
  Modules/ModuleImport/modules-two-import-ok
