I'm not suggesting powering down the entire device (i.e. the controller chip), but spinning down and "parking" the hard drive. This is supposed to be supported by all modern hard drives, but is something that I have found to be hit-and-miss, and wholly unintuitive in all operating systems I have worked with.

The os already lowers power to usb devices with out need for it. (usb spec.). If the os completely powered the device down, i'm not sure if it would be able able to remount it. Example, usb powered hdd.
