You are right about the lack of verdict.  The fact that some people dislike
it   doesn't necessarily mean that the default behavior must be
immediately changed.

But there is a solution:    make the thing configurable


I was very sceptical about the global menu to begin with, but I gave it
a try and now I really like it. The only problem I see with it, is when you
hover the mouse pointer to focus windows. In that case, by the time
you reach the global menu, you'll most likely have focused another
window, causing the menus to change. This will force you to use the
keyboard to access the menus. So these things are not a good
combination. Other than that, I have no problems with global menus.
It does take a little time to get used to, but I think the benefits are
worth the effort.
