there are a lot changes (too many to list here, you may check the ml archive 
for the 3.0 announcement). 3.0 also works on Oneiric (in fact I still use it) 
and requires no change to the kernel command line. Ok, if you have something 
like psmouse.proto=imps2 you should leave it out now, because 3.0 has native 
support for the elantech touchpad (e.g. multitouch caps).

Best is to try it out, you can always revert to an older kernel if it fits 
better to you.
