I've mentioned this on the Wiki also, but portable web servers like XAMPP
are available which the user could use.
I should admit that I have not thought a lot about the portability of the
client app itself.
Though I just found a use-case, I am not advocating a redesign or
complicating the design.
Separating the web server from core has other advantages such as scaling up
services.
