The dkms program is not automatically installed on all systems. Maybe
you are missing also other packages.

sudo apt install build-essential dkms linux-headers-$(uname -r)

Important:
You need to define the correct value for VER before you can use it in the commands!
If you interrupt the sequence of commands, then you have to repeat the following command, or the rest will fail:
VER=$(sed -n 's/\PACKAGE_VERSION="\(.*\)"/\1/p' dkms.conf)

What is the output of the command
echo $(sed -n 's/\PACKAGE_VERSION="\(.*\)"/\1/p' dkms.conf)

Is there a dkms.conf file in this directory? If it is not, then you are
doing something wrong. It seems to me that you try applying the commands
that belong to the "git clone" version of the driver to a different
version of the driver which is delivered as zip file. This will not
work.

Which picture are you talking about in your comment #23?
