Public bug reported:

For non-essential images, the alt attribute should be empty, as the WCAG states:
http://www.w3.org/TR/2007/WD-WCAG20-20070517/Overview.html#text-equiv-all

So, it makes sense to not include the filename in the alt attribute by
default, but add an empty alt attribute (omitting it would result in
invalid xhtml).
