I'm going to be completely honest and say I have no idea. It was not
actually my idea, but at the time I just went with it since it /would/
help to be able to add any information in retrospectively without
changing the format. However I did think that it was more complex than
it needed to be. (We could just separate field elements with spaces, and
define the meaning of each field at the start of the file)

I guess that those who can't live without knowing everything that goes
on would appreciate some nice graphical statistics showing exactly how
much bandwidth has been saved so far :P
Apart from that it /could/ help in debugging, but I see the point, it is
something unlikely to be used - it *is* just a bandwidth saving utility
for debian packages.

ANyway there's still a lot of scope to change the way we do things so
far, so I welcome any sort of discussion.
