Hopefully I've stitched these teams together properly, such that members
of -devel are also members of -user.

arsenal-user is an open membership team that anyone can join.
Discussion of usage of arsenal as well as development is welcome.

arsenal-devel is a moderated team, which is necessary for hosting PPAs,
branch management, and other administrative functionalities.

I'll send a more detailed announcement to ubuntu-devel@ tomorrow
morning.
