There's a reason why, for example, icon "applications-chat-panel" is not aligned to the left: the circle is actually in the middle, so it has equal space/padding on each side.
At the same time, if you enlarge that circle, the icon will seem bigger than others.
So, even if I agree the triangle should touch the icon, we have to take into account that changing the guidelines could produce new visual bugs.
