I;d say this is caused by Birdie some how, after a fresh boot plank ran
fine, as soon as I started Birdie the flickering started.

Bug description:
  I Noticed this after I installed Birdie, although it still happens
  when Birdie is not running.

  Running the mouse over plank makes it flicker. See the screen cast, it
  missed some of the smaller flickers. but you get the idea.
