I finally have a build env on Windows and it appears I can make brewtarget.
Now I need to figure out how to solve the problem and how to properly test
all of it.
In the meantime, does anybody have the cycles to investigate

I think this may have been fixed by some of the other work I did to get the
sugars and efficiencies calculated properly, but I don't know for certain.
I think this one needs to be added to the list of bugs closed before 2.0.2
release.
