ok - you haven't explained how you are changing dconf values for left
and right buttons.
/com/solus-project/budgie-wm button-layout and button-style are the keys
you change.
Changing both of these correctly will not be overridden by budgie-
settings.
Manually varying the button-layout settings will be overridden. As I
said, this is by design.
The code probably could be changed to accommodate manual button-layouts;
this sort of request needs to be made upstream - probably needs to be
accompanied by a code pull-request as well.

Bug description:
I have a few settings I have to tweak manually, like the window buttons, because when they are set left the order is wrong. No problem, however when ever I login or even touch budgie settings all those dconf keys I set are reverted.

If the buttons on the left had a sane layout it wouldn't matter, ie;
moving buttons to the left just mirrors the layout of the right. But
they don't and I assume it's a design choice. That's fine just please
don't force it on the users. If a setting is set something budgie
settings doesn't recognise just leave it alone it was probably set by
the user.
