Bug description:
There are several issues with tlp in budgie.
Uninstalling also removes budgie-desktop-environment and ubuntu-
budgie-desktop due to package dependencies.
budgie desktop should be installed in order to perform dist-upgrades.
With a broken tlp this is a risky constellation.
Also: In standard Ubuntu tlp is not installed by default. So it is not
really required (it benefits Thinkpad users)
