As a workaround:

- for close: the close button is present, although sometimes it is not

- for unmaximize: dragging the window after click on the tabs area
works;

- for minimize: enabling minimize with right
(https://asksolus.com/question/right-click-to-minimize-windows/) or
middle click also works with click on tabs area.

  Opera not show Icons BarTitle (Close, Minimized, Maximized)

Status in budgie-remix:
  New

Bug description:
  Opera, Opera Beta, Opera Developer.... not show Icons BarTitle (Close,
  Maximized, Minimized), when I maximize the window Opera status icons
  disappear and only Close button appears, but while it is maximized can
  not be minimized or restored. (Video Demostration Attachment). :(
